How to reply to a customer's complain in a polite form?

I work in a company as a customer care manager.We have a customer service e-mail address,when a customer send us a claim by mail,I know that there's an official form to reply to the customer to calm him down before trying to solve his problem.

Does any one have an idea about this form that i should use to reply to this customer.

Can any one advice with a certain polite form?
